Obituary for David John Moshier

David John Moshier was born May 13, 1944 in Sisseton, SD to Richard and Doris (Ruckdaschel) Moshier. He died under Hospice Care at home in Watertown with his family on May 31, 2022.

David's early formative years were spent on his dad's farm at the South End of Veteran's Avenue across Highway 10, now called Moshier's Addition. This farm was sold to Miles Nelson in 1959.

He achieved his elementary and secondary education by attending school at Saint Peter's Catholic School, Sisseton, SD, Benson Unified School, Benson, AZ, and Sisseton Public Schools, Sisseton, SD (Class of 1963). He attended Northern State College (NSC), Aberdeen SD from 1963-1967 and received a BS Degree in Mathematics and Business. After NSC, he also attended the University of Southern California at Sunnyvale, CA, University of Santa Clara at Santa Clara, CA, and Seattle City College at Silverdale, WA.

He held various jobs prior to completing his college education and they included: Farm hand for his Dad's farm, Sisseton, SD; Ranch hand for Glenn Ruckdaschel, Veblen, SD; Farm hand for Walt Kittelson (owner of Kittelson Hotel), Sisseton, SD; Truck driver and combine operator for Orville Helgeson Commercial Combining Operations of Sisseton, SD; Delivery person for Sisseton Bakery, Sisseton, SD; Construction worker for Hillman Rice Construction, Sisseton, SD; Surveyor Assistant for Scott Engineering of Watertown, SD; Geotechnical Engineering Assistant for the SD Department of Transportation--Division of Planning & Engineering, Pierre, SD; Janitor of Mewaldt-Jensen Building and Assistant Manager of the Student Union Building for Northern State College, Aberdeen, SD.

Upon graduation from Northern State College, Lockheed Missiles and Space, Company of Sunnydale, CA hired David and he spent 32 years with Lockheed and Lockheed Martin in California, Washington State, and Saudi Arabia. He retired from Lockheed Martin in June 1999 and subsequently moved from Poulsbo, WA to Watertown, SD in 2005.

While working for Lockheed Martin in Sunnyvale, CA, David performed the following Product Support Division responsibilities in support of the Polaris, Poseidon, and Trident Missiles: Budget Management Functions; Proposal Work Statement (PWS) Preparation and Contract Negotiations with US Navy for labor and non-labor resources; Inventory Management of Mk2, Mk3 and Mk4 nuclear weapons components and spare/repair parts in support of the Atomic Energy Commission (AEC)/Department of Energy (DOE) Nuclear Weapons Assembly Plants, US Navy Fleet Ballistic Missile (FBM) Submarines, Missile Assembly Facilities and Tenders; He assisted in the development of Trident Missile management systems for operating the Strategic Weapons Facility Atlantic (SWFLANT), Kings Bay Georgia.

During David's time at Lockheed Martin Aircraft International, Saudi Arabia, he reported to the Kingdom of Saudi Arabia (KSA) Presidency of Civil Aviation (PCA); Lockheed Air Traffic Control (ATC) Director; Lockheed Support Services Director; and the KSA Royal Air Force. He was responsible for logistics and security support for all the PCA functions including those pertaining to installation and operation of ATC sites and facilities in the Kingdom of Saudi Arabia and North Yemen. He was responsible for sales to the PCA of Lockheed ATC radar sites upon installation and activation. He also reported to the Lockheed Support Services Director responsible for supporting all Lockheed personnel services in Western Saudi Arabia and North Yemen pertaining to housing, food/food services, vehicle support and maintenance. He reported to the KSA Royal Air Force for purchasing/delivery of Lockheed C130 aircraft spare/repair parts support.

David retired as the Business Operations Manager for Lockheed Missiles and Space, Co. at the Strategic Weapons Facility-Pacific (SWFPAC), Submarine Base Bangor, Silverdale, WA. He was responsible for preparing Proposal Work Statements (PWS) and negotiating contract resource requirements with the US Navy for Trident Missile Support. He was responsible for Lockheed Martin Missile Material/Supply Operations functions at SWFPAC including Property Administration of Government Furnished Equipment (GFE) and Lockheed Martin owned equipment. He was also responsible for Trident Missile Production Planning and Control and for Lockheed Martin support of the Russian Strategic Arms Reduction Treaty (START) nuclear weapons inspections. He was instrumental in establishing the Lockheed Trident Material/Supply Operations at SWFPAC and in supporting the activation of the US Navy Trident Supply operations SWFPAC. He held a Secret Clearance and a Critical Nuclear Weapons Design Information (CNWDI) Clearance during his time with Lockheed Martin.

David's hobbies included duck/goose hunting, fishing, travel and web page development.

David is married to Carol Moshier (Watertown, SD), and they had a son Timothy Moshier (Watertown, SD), a daughter Lori Moshier-Van Vlerah (Watertown, SD) and they also have a granddaughter, Kari Van Vlerah and great grandson Jaxon Dembroski of Morris, MN. He has four living brothers: Richard Moshier of Watertown, SD, Thomas (Beverly) Moshier of Surprise, AZ, James (Patricia) Moshier of Sioux Falls, SD, and Michael (Barbara) Moshier of Loveland CO.

David has lost his parents and the following four siblings: Verle (Moshier) Thompson, Mary Moshier, Robert Moshier and Joseph Moshier.

Funeral services will be at 11:00 a.m., Friday, June 3, 2022 at Hosanna Lutheran Church with Pastor Janine Rew-Werling and Pastor Craig Werling officiating.

Visitation will be from 5-7 p.m., Thursday, June 2, 2022 at the Hosanna Lutheran Church in Watertown.

Burial will be at a later date at St. Peter's Cemetery, Sisseton, SD.
